以上海为例 ,通过走访并调查部分地区 ,分析说明了现代城市中相当比例的弱势群体所面临的问题 ,以及在国家政策中对此采取手段的局限之处 。

This paper conducts an analysis based upon some examples in some districts of Shanghai. It is indicated that a lot of problems i s being in vulnerable group which sharing great proportion in city. And there ar e limits on the policies of our country which had been taken. In the end some ne w measures and active attitude are suggested to attract more attention of all pe ople on vulnerable group.
