亦论政府在信用体系建立中的作用——兼与罗文阁同志商榷

党的十六届三中全会强调要进一步深化市场经济体制改革 ,转变政府工作职能 ,建立社会主义信用体系。本文就目前理论和实践中探讨中国信用体系的建立过程中政府的职能和认识问题发表个人的看法 ,试图说明下在信用体制建立过程中的作用应该是“推动”而不是“主导”作用 ,并与罗文阁同志商榷 ,以达到学习之目的。
