农业科研投资的效率取决于先进的技术和保证这种先进技术顺利实施的有效的制度供给。本文主要从妨碍农业技术进步的现存制度入手 ,指出农业科研投资的公共产品性质使市场作用失效 ,政府应务必担当起农业科研投资主体的重任 ,同时要完善农业科研部门和科研管理部门的经费管理体制 ,制定有效的制度 ,抑制科研经费的流失 ,提高科研经费的运作效率。

The efficiency of the investment in agriculture depends on the advanced technology and the effective institutional supply which ensures the smooth implementation of this advanced technology. After analysing the current system hindering the technology progress in agriculture, this article points out that the nature of the public product in scientific research investment of agriculture makes the market function invalid. So the government has to bear the main burden of investment in the agricultural scientific research.. Meanwhile it should perfect the expenditure administration system of the agricultural scientific research departments and scientific research administration departments, should establish effective systems to prevent the research expenditure from running away in order to enhance the operational efficiency of the research expenditure.
