市政工程建设中业主、监理、承包商的行为规范探讨

The Performance Precept Probing Between Proprietor, Project Management Contractor Under the Construction of City Planning Works

自监理制度引入工程建设中以来 ,市政工程建设形成了主要以监理、业主、承包商三方共同参与的局面。然而 ,到目前为止 ,尚未有明确的规范三者之间行为关系的制度体系。就三者之间的行为关系的现状、根源及对策进行分析 ,探讨了如何进一步规范三者之间的行为、调整三者之间关系 ,使监理制度真正形成独立于业主和承包商之外的 ,维护双方利益的完全意义上的“社会监理制”。

From the introduction of project management system into works construction,city planning works have come into being the complexion of cor-participation for three units together: project management,proprietor and contractor.However,there is not confirmed system stipulations till now which should precept performance relations between the three units.This article will make analysis for the performace relations between the three units,from the view of realistic situations,sourcs and countermeasures.And author will supply some considerations and suggestions hereunder,for further preception of performance, relations adjustment between the three units.
