The International Environment and the Diplomatic Energy Strategies of the Major Powers

观察国际能源问题,分析世界油价走势,开展双边和多边能源合作,都离不开对国际形势和大国关系格局的研究和分析。当前国际环境复杂多变,为获取和控制能源,斗争无处不在,各国都在为争取更大的利益而不断调整自己的能源外交策略。没有永恒的国家关系,只有永恒的国家利益。在国际形势复杂多变的情况下,对外活动切忌情绪化,应做到审时度势,讲究策略,利用矛盾,趋利避害,全面、正确地贯彻我国的对外战略方针。

It is necessary to study and analyze the international situation and the relations among the major powers when examining international energy issues, the trends in international oil prices and bilateral and multilateral energy cooperation among major powers. The current international environment is complex and constantly changing, because of the widespread competition for acquisition and control of energy supplies. Countries keep adjusting their foreign policy on energy in an attempt to better position themselves to protect their own interests. There are no eternal factors in the relationships of nations other than the eternal pursuit of their own best interests. To cope with the complicated and changing international situation, China should make careful judgments and work out advantageous policies that will help the country implement its foreign policy strategies.
