摘要
两年来美国外交的基本内容是以反恐战争和美国实力为基本支点,以军事力量为依托,以“有利于自由的均势”为基本框架,以单边主义为主要手段,以美国的价值观为道义基础,构筑一个单极世界体系,或者叫美利坚新帝国。
