西部大开发与云南公安发展战略研究

Research on the West Development and the Improvement Strategy of Public Security in Yunnan

为实施西部大开发战略 ,实现我省公安工作的战略性转变 ,要坚持不懈地建设好五项基础性工程。即 :一是以城市、县城为重点 ,完善社会治安防控体系建设 ;二是构建高效灵敏、信息共享的情报信息网络 ;三是推进国际警务合作和加强省际警务合作 ;四是改革完善公安经费保障机制 ;五是实施人才开发战略 ,提高民警素质 。

In order to operate the tactic of the West Deve lo pment and realize the strategical reform in the work of public security of Yunna n, the following five fundamental projects have to be kept going: improving the prevention and control system of social security centered on the cities and town s; setting up an intelligence internet which is efficient and shares intelligenc e; enhancing policing cooperation among nations and provinces; changing and impr oving the system of policing expenses supply; using the tactic of personnel expl oration to improve the quality of policemen.
