我国法学界目前对规章制定程序概念的界定存在着一些缺陷,从法理上分析,规章制定程序的主体应当包括行政主体和行政相对人,规章制定程序的结构呈现出一种动态和静态的双重性,规章制定程序具有简易性和概括性的特征,对规章制定程序概念的科学界定至少应包括这些内容。

The jurisprudence which circles in our country lacks overall and accurate comprehension about the definition of the procedure of making administrative regulation. So, the author gives a new kind of comprehension from three sides: main body, structure, and feature.
