The appearance of “the Bush principle” indicates that the American “containing and deterring principle” adopted in the cold war period has given way to a more challenging and aggressive so-called anticipative strategy. A group of international leading scholars are justified in criticizing “the Bush principle”, but they ignored the fact that “the Bush principle” originated from the central strategic ideology of the traditional western humanism and they also ignored its relationship with Neo-conservatism.
