United county government was a new form of county period of the War Against Japan in Shanxi-Chaha' er-Hebei Border Area. It was established to fit the severe situation against enemy in the base areas behind the enemy lines, and constantly changed with the war. The united county government had some characteristics different from the unitary county government, and brought important effect on the long and severe struggle against Japan.
