我国在高新技术产业发展方面存在许多问题,在资金筹措方面主要表现为:在资金投入结构上,后续阶段资金不足;在投资主体方面,以政府为主,较为单一;在融资渠道上,多依靠贷款,来源缺乏;同时由于政策法律方面限制,高新技术产业面临诸多困难。从理论上分析,高新技术产业具有高风险、高投入、高收益的特点,风险投资是支持高新技术产业发展的助推器。基于以上论述,作者提出了相应的发展我国高新技术产业的政策建议。

There are many difficulties to promote the development of hi-tech industry.The author diagnoses problems mainly in the aspect of finance and provides the list of difficulties.The first is that capital is not enough in the later phases.At the same time,government is the most main investor and loan is the important resource of capital.Some difficulties in policy and law also effect negatively the development of hi-tech industry.The author discusses that the features,big investment and revenue,of hi-tech industry and explains the cause of the high risk.After the analysis,several advices are provided to solve or relax the difficulties.
