河南省农村税费改革后教育状况分析——以X县教育经费变动为案例

An Analysis of the Educational Situation after the Taxation Reform in the Rural Areas of Henan Province

在实地调查获取资料的基础上,本文主要对河南省周口地区X县2002年农村税费改革前后教育经费的变化情况进行分析,得出结论:现行的农村义务教育“以县为主”管理体制,在以农业为主的县域经济条件下,仍然无法解决农村义务教育经费短缺问题。

This paper, based on the data of the investigation of field work, makes an analysis of the changed status of the education funds before and after the rural taxation reform in the county of municipal city of Zhou Kou, Henan Province. Based on the investigation, it reaches the conclusion that the shortage of funds of compulsory education in the rural areas can't be solved under the managing system with ' county as the center', under the economic conditions of a county run mainly by agriculture.
