论高等教育投资模式与管理的理论与实践

On the Theory and the Practice of Investment and Management Mode of Higher Education

人力资本理论、公共产品理论和高等教育成本分担与补偿理论分别为高等教育投资提供了理论依据。新中国成立以来,我国的高等教育投资可划分为三个阶段,目前已形成社会投资、学费占主角,财政拨款沦为配角的投资多元化。但是,高等教育投资短缺和效益低下的问题仍然存在,贫困生的资助政策有待进一步完善。因此,改进高等教育投资状况,合理确定高等学校的学费标准,既体现教育公平,又不超过大多数居民的经济承受能力,并要完善困难学生的资助政策。

Since the foundation of the People's Republic of China, the investment of the development of our higher education may be divided into three stages. At the present, a diversified investment mode has been formed, in which the social investment and tuition fees play the leading role, and the public appropriate, funds become the supporting role. But the investment shortage and low benefit of higher education are still a problem. The subsidy policy for poor students' still has a long way to go. Therefore, it is necessary to improve the investment of higher education and define the tuition fee standard of higher education rationally.
