西部烟草工业的现状及其发展关键

The status and development of tobacco industry in western region

西部地区烟草工业在全国扮演着重要角色,但是进入20世纪90年代后,西部地区的烟草工业出现了下滑的趋势。本文采用实证分析的方法,通过翔实的数据分析了西部烟草工业的现状、优势及面临的挑战,并在此基础上,说明西部地区今后发展烟草工业的思路。研究结果表明,西部地区发展烟草工业具有明显的优势,2000年西部烟草工业的产值占全国烟草工业总产值的38 84%,远远高于其他行业占全国同行业的平均水平;且在专业化程度和硬件设施上也具有优势,2000年西部地区烟草工业的固定资产占全国的比例达到44 84%。但是西部地区烟草工业也存在增长质量不高、劳动生产率低等问题。因此,今后西部发展烟草工业的关键就是要实施产业化经营,通过技术创新和人才培养提高增长质量,同时积极争取国家政策的支持。

West tobacco industry plays an important role in the west and even in whole country, but west tobacco industry has appeared a tendency of slope since 1990s. Using substantial analysis method,the present paper analyses the present conditions, superiority and challenge of the west tobacco industry with some accurate data, on the base of that, the author illustrates some tactics to develop west tobacco industry in the future. The research result shows that there is obvious superiority to develop tobacco industry in the west. In 2000, the output of western tobacco industry is 38.84% in the national output, which is higher than other industries. There is also superiority in the specialization degree and hardware facilities of the industry. For example, the proportion of fixed assets of west tobacco industry is up to 44.84% of the total in our country. But there are also some problems such as slow increase in quality and low labor productivity. Therefore, the key to develop west tobacco industry is to implement industrialization management, improve the quality increase by innovating technology and fostering talented person, and positively seek for the country policy support.
