A Review of Spot Evaluation of State Key Laboratories in 2003

主要对国家重点实验室现场评估工作做了简单回顾,并对发现的一些问题进行了分析和总结。认为评估工作是必要的,但应该进一步完善有关评估方法、评估规则和评估指标体系。最重要的是通过什么样的手段,把工作做在平时,而不是过几年再来一次的运动式评估。文中还提出了一些不成熟的建议,以便抛砖引玉,供大家思考。

This paper gives a brief review of spot evaluation of State Key Laboratories in 2003. Some problems found in the evaluation are analyzed. Our conclusion is that evaluation is necessary, but the method, rules and criteria used for evaluation should be improved. The evaluation effort should be reorganized so that it can offer continual monitoring of the routine work in the laboratories instead of occasional inspection as it does now. Some suggestions are also given.
