中国农村税费问题中各利益主体的博弈分析

Game Analysis on Behaviors of All Stakeholders Relating to Rural Tax and Expenses in China

自农村改革以来,中国农民负担问题就成为社会关注的重要话题。本文对在农村税费问题上各利益主体的行为进行了博弈分析,考察了不同层次政府和农民个体的利益偏好和行为特征,以及影响各方谈判的因素和产生的后果。这一研究也可作为对改革以来农民负担问题演变的一种新的经济学解读。

The problem of peasants' burdens has drawn many attentions since the rural reform in China. With the help of game theory analysis, this paper explores the performance of all interest parties relating to rural tax and expenses since the reform, in which the interest preference of parties concerned, characteristics of behavior, all factors influencing the game, and social consequences are comprehensively studied. Above-mentioned study should provide a new economic explanation for the development of this problem since the reform.
