摘要
公共物品的“公共性”表现为消费的“非竞争性”和“非排他性” ,这种公共性有一定的范围 ,并且与个体的收入水平正相关。收入水平不同的地区对公共物品的需求具有差异性 ,但我国目前各级政府的公共物品供给与各地区的需求并不相符 。
The 'publicity' of public goods has been represented as the 'non-competitiveness' and 'non-exclusiveness' of consumption. This kind of publicity has certain scope, and is opposite to the level of individual income. Regions with different individual income levels have certain discrepancy on the demand of public goods. However, the present supply of public goods in different level governments of our country is not correspondent with the demand of various regions. The supply of public goods in underdeveloped regions is suffering from serious scarcity.
