我国农产品出口面对的贸易障碍透析

A Perspective over the Trade Barrier Faced by China's Agricultural Products

乌拉圭回合《农业协议》生效后,我国农产品出口面对的贸易障碍一是属于非关税壁垒的技术壁垒;二是属于关税壁垒类的关税高峰和关税升级。技术壁垒在我国入世之前就已存在,只是加入WTO后,技术壁垒形势日趋严峻,已成为制约我国农产品出口的最大障碍。关税高峰和关税升级是《农业协议》生效后新形成的贸易障碍。无论是技术壁垒还是关税高峰和关税升级对我国农产品出口的冲击都超过了入世之前。

Ever since the Uruguay Round < agreement of agriculture> come into operation, the export of China's agricultural products faces two barriers: one belongs to the technology barrier and the other goes to the customs peak and upgrade of customs barrier. The situation of technology barrier becomes even severe after China's entry into WTO, while the customs barrier is a new one and both will bring great impact to the export of agricultural products.
