村民自治中的消极参与原因初探

A Preliminary Analysis of the Causes of Passive Participation in Self-go vernance among Villagers

消极政治参与在绝大多数政治体系中基本上都是普遍现象。我们的某些官员为了某种需要制造出令人惊讶的高投票率。实有必要揭去这层虚伪的面纱 ,还村民自治以本来面目。限于作者的能力 ,本文仅就村民自治中的消极参与原因作一粗略分析。本文认为其原因主要表现在三个方面 :第一 ,前村民自治时期的政治文化的惯性作用力 ;第二 ,农民通过村民自治实现利益诉求的机会成本太高 ;第三 。

Generally speaking, passive participation in politics is a comm on phenomenon in most of political systems. Some of our officials fab ricate a surprisingly high rate of voting out of certain need. This false veil should positively be taken away so that people can disting uish sham self-governance among villagers from genuine self-governance among villagers. Owing to the limitation of his capability, the autho r roughly analyses only the causes of passive participation in self-go vernance among villagers, and the causes primarily are: first, the hab itual force of the traditional political culture before the execution of self-governance among villagers ; second, the too high cost of opp ortunity which villagers take in order to realize their claim of inte rest by way of self-governance among villagers; third, the effective d issolve of villagers' political efficiency caused by the strong nation al power.
