现有农村基层组织的功能定位和组织行为规范不足以适应我国社会经济进一步发展的需要。可以考虑只将村民自治组织即村委会作为农村基层唯一的正式组织 (准行政组织 ) 。

The existing regulation of functions and behavior rules of Chinese rural organizations at the grass roots level are not completely suitable for its social and economic development. The local community organization should be a sole organization that is responsible for the common work of a rural community. The supervisiory function of the local party cell could be performed by such party organization that is the local community.
