This article introduces the practice and ex-perience Office of Education ,Xinglong County ,carrys out the spirits of ' Library Regulations of Middle and Elementary Schools ( Revision ) 'promulgated by Min-istry of Education ,China ,and digs the library's func-tions with effective measures to promote stud ent's health development.
