摘要
对城市规划管理在土地资产经营机制中的作用进行了深入探讨,认为土地资产经营机制应包括决策协调机制、市场调控机制、操作管理机制、效益保障机制四个子系统。城市规划管理贯穿于土地资产经营机制及其四个子系统中,同时,土地资产经营对城市规划管理也提出了新的要求,即城市规划对土地资产的管理应从全过程的管理转向以前期管理为重点,从审批式管理转向契约式管理,从被动管理转向主动指导。最后介绍了武汉市在建立土地资产经营机制过程中加强城市规划管理的具体经验.
By exploring the role of planning man-agement in land property management, this studypresents that a complete land property managementsystem should comprise four subsystems which arerelation-coordinating system, market-controllingsystem, implementation management system andprofit-guarantee system. At the same time, in orderto meet the requirement of the land propertymanagement, the planning management should focuson the prophase-centered management instead of thewhole process management, on contract-orientedmanagement instead of permit-oriented management,on voluntary management instead of passivemanagement. At last, it introduces the experience ofWuhan city.
