国有出资人机构面临的问题

摘要 改革国有资产管理体制,是现代企业制度要求的必然结果。国有出资人机构就是国有资产管理机构,它对于改善政府管理,建立有效的公司治理,保护产权,实现国有资产保值增值起着重要作用。十六届三中全会认为:产权是所有制的核心和任务。为保护严格、流转顺畅的现代产权制度,应按照十六大的要求,加快建立权利、义务、责任相统一,管资产和管人、管事相结合的新体制。 The reformation of the administrative system of state-owned properties is an inevitable result required by the modern business system. The administrative institution of state-owned properties plays an important role in the improvement of the governmental administration, the establishment of efficient company management and the protection of property right. It is also very critical to the increment of state-owned properties. The following ideas were generally agreed upon in the 3rd Plenary Session of the 16th Central Committee: property right is the core and task of ownership; the modern system of property right should be well-protected and unblocked, and we should establish a new system in which right, duty and responsibility are unified and the administrations of properties and personnel are connected.
