This paper introduces the influences of phase noise to radar systems. The measurement of phase noise in pulse modulated carrier is one of the most important tech- niques. The paper gives the principle and technical norms of the phase noise measurement system. It also gives how to develop the parts of the measurement system. A special method to calibrate the phase noise measurement system is introduced. The measurement system is very easy and accurate for the engineering measurement.
