党的十六大报告是中国共产党在新世纪新阶段的政治宣言 ,是一篇集中体现理论创新的当代中国马克思主义纲领性文献。党的十六大报告所体现的理论创新主要表现在 ,明确回答了在新世纪新阶段我们党举什么旗、走什么路、实现什么目标的重大问题 ;将“三个代表”重要思想确立为我们党的指导思想 ;提出了“全面建设小康社会”的奋斗目标等方面。
