历史的演进在某种程度上是制度演进的历史。近代以来中国社会的转变过程也是制度化的过程。中国早期现代化进程的核心问题就是建立现代化社会制度框架的问题。构建具有明确的现代化导向的、稳定的、高效的政治制度体系 ,是中国迈向现代化的关键性一步。中国早期现代化历程就是一个不断追求这种制度变迁的漫长曲折的历程。但在制度构建意义上可以说是一部失败多于成功的历史。只有进行几十年不变的制度创新 ,才能从根本上解决中国现代化的动力问题。

The historical evolution,to some extent,is the his tory of systems evolution.In the modern China,the change process of the China s society is also the course of systematization.The early-stages modernizat ion courses central issue is to establish social systems frame of modernizat ion .It is a key step for Chinas modernization to construct the system of politica l institution with the modernizations guidance,steadiness and high effects.The process of Chinas early-stages modernization is a long-term process of st riving for such systems changes.However,it is a history with more failures tha n successes from the significane of system construction.Only constant systems innovation of dozedns of years,can we solve power problem of the Chinese moderni zation from the foundation.
