摘要
能源、环境与经济的平衡发展,是全球努力的目标。中国能源发展面临着人民要求改善环境的需求增加、环境容量有限和全球气候变化的压力等三大环境挑战,中国政府和能源生产、消费部门,必须积极面对这些挑战,制定相应政策,采取有力措施,使好的环境和更好的经济发展并驾齐驱,实现可持续发展。文章系统地介绍了欧洲的环境政策及政策部门实施政策的手段,以供参考。
The concerted development of energy, environment and economy is a global objective. Faced with three great challenges of environmental pollution, environment resource capacity and global warming. Chinese government, together with energy producers and energy consumers, should take actively such challenges and make corresponding policies to achieve sustainable development. This paper presents systematically the environmental policies of European Countries as well as instruments for implementing environmental policies at governmental level.
