流域水资源管理体制的界壳分析

从水资源系统概念入手,给出水资源系统的构成要素及结构;依据界壳理论,研究流域水资源管理界壳的构成,以及界壳基本要素的作用;并分析流域水资源管理中存在的诸多不一致性。通过分析流域水资源管理体制的演化过程,提出了流域水资源管理的"太极界壳模式",并指出未来社会的流域水资源管理的方向生态体制。同时,分析太极界壳模式对我们的几点启示,对如何进行流域水资源管理改革,促进水资源的可持续利用,具有一定的理论和实践指导意义。

Beginning from the concept of water resources system, the composing factors and the structure of water resources system are presented. According to the Jieke theory , the constitutes of Jieke of river basin water resources management and the functions of the Jieke basic elements are studied, and many variances existing in river basin water resources management are analyzed. By analyzing the evolvement process of river basin water resources management system, the Taiji Jieke mode of river basin water resources management is put forward.It is point out that the orientation of river basin water resources management in future social is ecological system. Simultaneously, inspirations gained from Taiji Jieke mode are analyzed, which have certain theoretical and practical significance for that how to carry through river basin water resources management reform and how to promote sustainable utilization of water resources.
