通过对北海市水利设施建设管理工作的调查研究 ,从水利对经济、社会、环境、粮食安全保障作用和对北海市现代化建设的巨大促进作用进行分析 ,提出了北海市水利面临的机遇、挑战和建设现代水利的概念、基本内涵、特征以及评价现代水利建设的定量定性指标及宏观评价标准。提出北海市建设现代水利六大体系的构想。

By investigating the WR facility construction and management of Beihai city, analyzed WR guarantee and promoting function for Beihai modernization construction, put forth the opportunity, challenge of Beihai WR now and then. The modern WR concept, basic content, characteristics and evaluation standard were analyzed, the six support systems for Beihai modern WR construction were expounded here, too.
