文章从我国工业发展的现状及对环境造成的危害 ,说明实施清洁生产的必要性。清洁生产的实质是一种物料和能耗最少的人类生产活动的规划和管理 ,将废物减量化、资源化和无害化 ,或消灭于生产过程之中。只有实施清洁生产 。

From the present situation of the development of our country's industry and its harm for the environment, this paper illustrates the necessity of practicing the cleaner production. The essence of the cleaner production is a kind of planning and management of human being's production activities with the minimum consumption of materials and energy, the cleaner production can make the waste matters harmless, be decreased in number and be transformed into resources, or can eliminate the waste matters in the course of production. Only when the cleaner production is practiced, can the terminal treatment of industrial pollution be turned into whole course control.
