从多样性、标准化与系统可靠性看中国政府信息化建设

On the Information Platform of Chinese Government from the Perspectives of Diversification, Standardization, and System Rdliability

从多样性角度定性分析了标准化、通用信息平台导致的可靠性问题,即网络系统在外界蓄意打击和破坏的情况下承受能力问题。建议在选择政府信息化平台时,既要考虑提高政府信息交换效率(标准化程度越高,效率越高),同时,还应从安全角度考虑多样化的系统,以提高政府信息系统经受外界破坏的能力。

This essay analyses the reliability problem caused by the common and standardized information platform, i.e., the bearing capability against the intentional attack and destruction. It is suggested that we should not only consider the issue of the improvement of governmental information exchange efficiency, but also the issue of diversified system as well in order to enhance the bearing capability of the government information system from the viewpoint of security and safety.
