Evaluation of efficiency of the water resource sustainable utilization system

根据可持续发展理论,针对如何评价某流域(或某区域)水资源可持续利用系统的功效,提出了水资源可持续利用系统效能的概念,对水资源可持续利用系统的水资源自然系统、水资源工程系统、水资源管理系统进行综合评价.通过对水资源效益的分析预测,评价水资源管理能率和水资源利用效率,对水资源管理系统进行调整,制定有效的对策,从而使水资源的开发利用不超过水资源的承载能力和水环境的容量,既满足当代的发展需要,又具备了持续发展的条件.

On the basis of sustainable development theory,in allusion to how to evaluate the effect of the water resource sustainable utilization system in some river basins(either some areas),an idea of the water resource sustainable utilization system efficiency was proposed and the water resource sustainable utilization system including of water resources natural system,water resource engineering system and the water resource control system was evaluated systematically.By means of the analysis and forecast of the water resource,the water resource control efficiency and the water resource utilize efficiency ware evaluated,the water resource control system was regulated and a valid countermove was draw up.It will cause the water resource developing utilization not to overtake the water resource bearing capability and the environment capacity,in order to meet the needs of current development and continuing development.
