对贵州走新型工业化道路的几点认识

Several Understandings of Guizhou Taking the New Type Industrialization Path

发展第二产业特别是发展制造业,走新型工业化道路,是贵州现实的客观要求和经济发展的必然选择。贵州走新型工业化道路一是要对资源型企业进行新技术改造,从制度安排、产权置换、资本运营等方面采取有力措施,实现资源开发的规模经营;二是发挥"三线"企业的技术优势,激发技术型企业的创业冲动;三是加大对教育的投入,把丰富的人力资源转化为人力资本。

Developing secondary industry, especially the manufacturing industry, and taking the new type industrialization path is the objective requirement of the realities and the inevitable choice of economic development in Guizhou. In order that Guizhou can take the new type industrialization path, we should: 1. update the technology in resource-based enterprises, take effective measures in institutional arrangement, property right replacement and capital operation, and realize the operation of scale in resource development; 2. give play to the technological advantage of the 'Three Line' enterprises and stimulate the entrepreneurship impulse of technology-based enterprises; and 3. increase investment in education, transforming the rich human resources into human capital.
