摘要
用于评价电网运行性能的指标很多,例如 A1、A2 和ACE,以及北美电网推出的新的控制性能评价标准 CPS1、CPS2 等,但是这些指标均是衡量电网总体运行性能的标准,不能用来评价电网在发生突发性事故时的快速调节能力。该文定义了电网的一次调频能力(PFCA)。并由定义结合方差分析得到了电网一次调频能力在静态及动态情况下的数学表达式,给出了可实际应用的计算方法,并讨论了计算过程中的参数误差对结果的影响。
There are many criteria to assess the control area performance in normal interconnected power system operation, like Criteria A1, A2 and ACE, and the standards CPS1 and CPS2 that the North American Electric Reliability Council set, and so on. But none of them can indicate the ability to meet the fast load variation of an electric power system, which is so important significant to the safe operation of the power system. So the definition of primary frequency control ability (PFCA) of electric power system is presented here. The Variance which can illustrate the altering amplitude of random variable in some sense of lump is used in this paper as a math tool. From the definition the mathematic expressions of the primary frequency control ability in both static state and dynamic state are obtained. For the engineering applications the practical calculation methods are illustrated. Finally, how the parameter errors affect the estimate of the primary frequency control ability is discussed.
