我省地处偏远,经济尚不发达,教育普及率低,人口素质尤其是农村人口素质不高,还没有形成完善的教育体系。把“黑龙江村村大学生计划”融入我省农村经济发展的大格局,将进一步完善农业教育体系。它的目的是选拔和培养农村干部,提高农村基层干部素质,向农村传输农业新技术,努力进行信息化建设。

Heilongjiang P'rovince is remote and its economy is still undeveloped. Its educational permeation rate is low, and quality of population, especially that of country population, is not high. It' s supposed to make Heilongjiang 'village to village undergraduate plan' melt into the great structure of country economic development of our province. 'Heilongjiang village to village undergraduate plan' will consummate further agricultural educational system. The purpose of the plan is to select and cultivate country cadres and improve the quality of country cadres, and to transmit new agricultural technology and carry out information construction.
