The vocation feature of licence management in road passenger transportation based on province was described, an MIS software LARPT was designed and realized, which included the management of man, licences, cars and passenger stations et al. In the system LARPT, Email was used for the information exchanging between province and city. The COM technology was used for the self-defined printing form of licence. The pratical usage showed that the LARPT was high efficient, flexible, stable, low cost of running and met the demand for current vocation management.
