It argues that the doc ument has represented an active response on the part of Beijing to the EU's Chin a policy. Furthermore, it indicates that China has started to elevate its attent ion to relations with the EU. The development of EU integration has not just enh anced the EU's strength, but greatly increased its strategic confidence on the w orld stage. This is, according to the author, the major reason for China to seek a closer tie with the EU.
