上海技术高地建设的区域效应与政策选择

Analysis on the Regional Effect and Policy Suggestion of Shanghai Technological Highland

在知识经济和全球化浪潮影响下,获取充足、优质的技术资源正成为各区域在竞争中夺取制高点的前提和保障。为更好地发挥技术流动的潜在效益和促进技术创新,正在建设国际经济中心城市的上海应当积极构筑技术高地。这不仅将促进上海自身的产业结构优化和经济进步,而且将改善周边地区乃至全国的技术支撑环境。文章分析了上海建设技术高地的现实条件,并提出了若干政策建议。

In the era of knowledge economy and globalization, sufficient and high quality technology resource is very important for the competition among regions. To accelerate the technology diffusion and technology innovation, it is very important for Shanghai to construct technological highland. The construction of Shanghai technological highland will not only advance the upgrade of industry structure and economy development of Shanghai, but also improve technological environment for circumjacent regions and the whole country. This paper also put forward some policy advices for the construction of Shanghai technological highland.
