预防和降低遗传性疾病及先天缺陷胎儿的出生，提高出生人口素质和生命质量，是世界各国普遍关心的问题，也是世界文明进步和社会发展所必需的。尽管中国与西方国家存在着文化、社会观念以及社会制度的差异，但根据各国的具体情况、经济和社会的发展，有序地调节人口的增长，改善出生人口素质．提高生命和生活质量，无疑是临床医学工作者、社会学家和伦理学家的共同任务或同一目标。

It is the major problems of moral choice faced by parents and physicians in the practice of prenatal diagno- sis that the abnormal fetus should be aborted or not. This article discusses how to deal with the abnormal fetus in prenatal genetic counseling according to the diagnostic information and medical ethical guideline.
