吉林省国有企业改革与发展的分析

Analysis on the Reform and the Development of the State-owned Enterprises in Jilin Province

作为东北老工业基地之一的吉林省 ,其经济发展的重要特点是国有经济占有突出的地位。 2 0世纪 80年代以来 ,由于受诸多因素的影响 ,许多企业陷入了亏损的境地。针对这一情况 ,吉林省通过产权制度改革、建立现代企业制度、进行结构调整与改组、推进企业技术创新以及再就业工程等一系列措施 ,使国有企业在扭亏为盈、技术创新、企业制度、下岗分流诸多方面取得了明显的成效。但与此同时还存在着许多尚未解决的问题。为此 ,作为吉林省今后国有企业的改革方向 ,必须继续深化产权制度改革 ,探索国有资产管理的有效方式 ,推进企业管理的创新 ,规范企业兼并破产程序 ,培育国有企业竞争能力。

As one of the old industrial bases in the Northeast, the main characteristic of economic development of Jilin Province is that the state-owned economy occupies the outstanding status. Since the 1980s,affected by a great deal of factors,a lot of enterprises fell into the condition of loss. Faced with this situation,Jilin Province has helped the state-owned enterprises make great progress in various respects like making a profit instead of suffering from a loss,technological innovation,enterprise system and redistributing the laid off workers. But meanwhile there are still a lot of problems,which haven't been solved yet. For this reason,the reform direction of the state-owned enterprises in Jilin Province should be to continue to deepen the property system reform,to explore the effective way of state-run assets management,to advance the innovation of business administration,to standardize the procedure of bankruptcy of enterprise annexation and to foster the competitive power of state-owned enterprises.
