The Inevitability of Urbanization in a Way With Chinese Characteristics

世界普遍规律与国情有机结合 ,形成中国城市化模式 :坚持大中小城市和小城镇协调发展 ,走中国特色城镇化道路。它是完整意义上的主动式、内生型现代化的必经阶段以及第三步发展战略的科学选择 ;同时也是“三农”非农化转移的根本出路、城乡融合的有效载体和全面建设小康社会的核心工程。历经家庭承包制、乡镇企业、小城镇建设和城乡一体化等四个阶段的农村城镇化是中国特色城镇化的初级阶段。城镇化总体目标应与小康社会建设相适应 ,必须澄清“问题论”、“限制论”和“均衡论”等认识误区 ;并根据经济发展不平衡规律 ,对东中西三大地区因地制宜 ,扬长避短。改革城镇化体系和制定科学政策 ,包括户籍管理制度改革、劳动力市场培育、用地制度的完善、投融资新体制的建立和区划的重新调整等。

The universal law of the world and the national situation are combined to form an urbanization pattern with Chinese characteristics: to develop small - medium cities in tune with small cities and towns, for China to urbanize in a way with Chinese characteristics. It is the essential stage in the completely active and endobiotic modernization and also a scientific choice for the third development strategies. It is a way out for the conversion of the peasantry, rural areas and agriculture, an effective carrier of incorporating cities and rural areas, a core project to construct a well-off society. It meets both opportunities and challenges. After experiencing the four stages——the household responsibility contract system, township enterprises, town construction and incorporation of urban and rural areas, the urbanization is at a primary stage with Chinese characteristics. The overall goal should accord with the construction of the well-off society. The urbanization system should be reformed and new scientific policies should be made, including the household register control system reform, the labor force market cultivation, consummation of requisition-of-land system, establishment of financing system and zoning restructuring.
