摘要
实施社区警务战略 ,必须认识社区警务理论与实务的两大内涵 ;必须认识实施战略对我国警务变革的要求 ,即派出所警务、巡警勤务、公安指挥体制的变革 ;正确认识和处理社区警务与社会治安综合治理。
To implement the strategy of community policing calls for a correct understanding towards the two connotations of its theory and practice, and towards the requirements for Chinese policing transformation, namely,changes in police services at local police stations, in patrolling police services and in public security command system. Meanwhile, we must correctly understand and handle the relationship between community policing and the comprehensive administration of public security order, between the basic public security work and community construction as well.
