摘要
地方制度的多样化趋势、县级政府管理的特点及其创新的困境,使得上级政府的权力下放成为县级政府管理创新的逻辑起点。而县级政府将其权力根据各自的具体情况尽可能地归还给社会,以建构服务型政府的方式实现县级政府外部功能的最优化,则是县级政府管理创新的归宿点。
Bosed on the case study of zhejiang's reform of county goverment, the author analyzes the problems faced by management innovation of county government,and also suggest countermeasures to solve these problems.
