公民道德建设必须重视公民的需要

More Attention Should Be Paid to the Citizens' Needs in the Construction of the Citizens' Morality

人类的一切活动都是为了满足某种需要。公民道德建设的任务之一就是让道德成为公民的一种心理需求。公民道德建设不是要限制或拒绝满足人的需要,而是在促进人的道德进步时使人的需要得到合理的满足。从需要层面看,运用激励、惩罚和社会保障等机制将有助于公民道德建设的实施。

All the activities for mankind are for the satisfaction of a certain need. One of the tasks of the constructing the citizens' morality is to lead morality to be a psychological need for the citizens. The construction of citizens' morality does not mean to restrict or refuse the satisfaction of mankind's needs, but to lead mankind's needs to a rational satisfaction so as to promote the advancement of morality. Through the satisfaction of the above needs, it would be helpful in using mechanism such as encouragement, punishment and social security to put the construction of citizens' morality into effect.
