This paper attempts to discuss the leaders' qualification and analyze the constituents of the moral structures of leaders' qualifications, that is the moral cognition, the moral feelings, the moral will and the morality of the leaders. It also points out that the moral qualification of leaders has the maintaining, orientating, exemplary and binding functions. It is of importantly theoretical and practical significance to intensify and enhance the moral construction of the leaders.
