我国高等教育正步入大众化阶段 ,如何提高教育质量 ,保证人才培养质量 ,是我们在努力实践和认真思考的问题。该文主要对高等教育质量的内涵进行了分析 ,认为教育质量随时代的发展内涵应不断丰富。扩招的过程是高等教育走向大众化的过程 ,也是高等教育质量标准多样化、多元化的过程。随着时代的发展 ,高等教育质量的内涵与标准 ,不可能是永恒不变的 ,它总是处在一个动态的发展变化过程中。因此高等教育要有创新意识 ,要注重创新教育以提高教育质量。在保障与提高高等教育质量的对策方面 ,主要就转变教育观念、建立新的教育方式、改进和完善教学质量监控与评价体系作了阐述。

China's higher education has stepped into the stage of popularization and how to improve education quality and ensure the quality of talents is a problem for us to practice and reflect on. The paper explores the connotations of the quality of popularized higher education after college enrollment expansion,and maintains that the connotations of education quality should be enriched with the development of the times. The enrollment expansion is not only a process in which the focus of higher education is transformed from the elites to the masses but also a process of diversification and pluralization. With the development of the times,it is impossible for the connotations and standards of higher education quality to remain unchanged,which are actually always involved in a dynamic process of development and change. Higher education is an important component of the knowledge innovation system of the country. It is a must to have the consciousness of innovation and attach importance to innovative education and to improve education quality. With regard to the strategies guaranteeing and improving the quality of higher education,the paper elaborates on the reform and development of higher education from the perspective of transforming education concepts, establishing new education policies,improving and perfecting the monitoring and evaluating systems of teaching quality.
