投标商要想在投标中获胜,既中标得到承包工程,然后又要从承包工程中赢利,就需要研究投标策略,它包括投标策略和作价技巧。"策略"、"技巧"来自承包商的经验积累,对客观规律的认识和对实际情况的了解,同时也少不了决策的能力和魄力。

To win in bidding a project, the contractors need to study the tender strategies including bidding tactics and pricing skills. The tactics skills originated from the experience accumulation, the knowledge to objective laws and to factual situation of contractors, and from the ability and the daring and resolution of contractors.
