过去学界大多认为 ,西汉瓠子河决 2 0余年未能堵塞的原因是田等人反对。本文认为根本原因不在于此 ,而在于开始时汉武帝不了解河决真实情况 ;等觉察到河决的严重性时 ,又因以前财政决策失误而没有足够的财力治理 ,致使问题延宕未决。直到汉武帝祭祀泰山 ,完全了解情况后 。

In the past, many learners thought, the reason of that the Huzi River was bursting for twenty years was some persons' opposing it, such as Tian_Fen etc. However, the author thinks the fundamental reason is not that, but Hanwu emperor didn't realize real information of the River burst at that time. After that, it had become the disaster, the government had lost control, so that carried_forward governing river burst. Until Hanwu emperor sacrificed the Taishan Mountain, he had taken attention to the River burst and governed it.
