依据国家统计局等有关部门的统计资料与发展预测,从社会发展基本过程的角度分析了十六大提出的全面建设小康社会的进程,指出全面建设小康社会是一个从低水平的小康向高水平的小康社会迈进的过程,从经济快速发展的小康向经济、政治、文化全面发展的小康社会迈进的过程,从社会主义市场经济体制初步建立的小康向社会主义市场经济体制完善的小康社会迈进的过程,从城乡二元结构的小康向城乡协调发展的小康社会迈进的过程,从地区不平衡发展的小康向地区平衡发展的小康社会迈进的过程,从粗放型发展的小康向集约型发展的、经济与生态和谐的可持续发展的小康社会迈进的过程。

According to the statistical materials and development prediction of State Statistical Bureau and other organizations, the thesis analyzes the progress to build a well-off society in an all-round way which was put forward in the Sixteenth Party Congresses, and points out that to build a well-off society in an all-round way is developing from a low level well-off society to a high level well-off society; from a society with rapid progress on economy to a society with rapid progress in all fields such as economy,politics and culture; from a society with basic socialist market economic system to a society with perfect socialist market economic system; from a society with different developing steps of urban and rural areas to a society with harmonious development of urban and rural areas;from a society with unbalanced progress in different areas to a society with balanced progress in different areas; from a society with extensive economy to a sustainable developing society with intensive economy and harmonious eco-environment.
