摘要
"人才安全"是缘于人才问题造成的危及组织利益的组织安全问题,是国家、地区、组织内部人力资源与社会发展、事业进步合理匹配、协调增长且免于危险的客观状态。人才安全具有根本性、功利性、周期性、战略性等一般性特征,在国家综合安全中处于核心地位。应强化人才安全意识,提高人才安全保障能力,形成具有一定自主性、自卫力和竞争力的人才安全保障体系。
Talent safety' refers to talent problems that affect benefits and safety of organizations. In order to prevent this danger, personnel resources should be made good use of in any country, district or organization, and the internal talent should be mated and coordinated equitably according to social development and business progressing. 'Talent safety' has general characteristics of fundamental importance, utility, circles and strategy, etc. It lies in controlling position in the state's comprehensive safety. Only by strengthening the significance of 'talent safety' and improving ability of 'talent safety' assurance, the 'talent safety' assurance system with independence, self-defense and competence can be formed.
